History
The Allegany County Sheriff’s Office, in partnership with the Allegany
County Area Agency on Aging, has been involved in the S.A.L.T. Council
since its inception in Allegany County on April 20th, 1998. On this date
a cooperative agreement was signed by Sheriff Goad and the Chief’s of
Police from Cumberland, Frostburg, Westernport, and Lonaconing, along
with the representative of the Allegany County Office on Aging pledging
a commitment by all to work together to enhance the quality of life of
older persons. S.A.L.T.’s purpose is to heighten awareness among law
enforcement practitioners of older persons’ need for dignity and
security and to focus our efforts on reducing criminal victimization
through cooperative strategies, planning and programming. This
initiative is designed to create an ongoing dialog between the senior
citizens of the county and local law enforcement, providing educational
materials on various types of problems which can arise targeting mainly
the senior citizens of the community. S.A.L.T. is a nationally
recognized program which provides an avenue for law enforcement to
obtain information on the concerns that effect the day to day lives of
many of the areas senior citizen and help to provided needed insight and
experience that can only come from this segment of the population.
Current Officers and Members
The S.A.L.T. Council shall be composed of not less than 30 and no more
than 40 voting members. These members are comprised of a minimum of 1
member and not more than 5 members from the following agencies or
community sectors: Allegany County Office on Aging, Allegany County
Neighborhood Watch Coalition, the Religious community, Community
organizations, Health care providers, Local Government, Legal
professionals, Business leaders, and Private Citizens of Allegany
County. Members are elected to voting status, and serve for a 3 year
period, at the November council meeting from a nomination list submitted
by the Nominating Committee. The Sheriff’s Office has a voting member
and 2 other voting members are representatives from other area law
enforcement agencies, these representatives rotate between all law
enforcement area agencies on a periodic basis.

Regular Business Meetings The S.A.L.T. Council meets on the second
Tuesday of every other month, beginning at 1:30 p.m., rotating between
the four Allegany County Senior Citizens Centers. Please check the
