History
The Allegany County Combined Criminal Investigation Unit was organized and formed in September of 1992 and is a cooperative effort involving personnel from not only the Allegany County Sheriff’s Office, but also from the Maryland State Police, Cumberland Police Department, and Frostburg Police Department, and the State’s Attorney’s Office. Cases that require extensive investigation are forwarded from the agency receiving the initial complaint to this unit for subsequent investigation by one or more of the highly skilled investigators assigned to the unit. The unit operates under guidelines developed by the C3I Advisory Board and is divided into two investigative divisions, Criminal Investigations and Narcotics Investigations.

Advisory Board Members
The Advisory Board is currently chaired by Sheriff Goad and consists of representatives from the Maryland State Police, Cumberland Police Department, Frostburg Police Department, and the Allegany County State’s Attorney’s Office.

Criminal Investigations
Investigators assigned to this unit are assigned follow-up investigations on the majority of all serious criminal offenses which occur within Allegany County, regardless of, which agency may have received the initial complaint and the jurisdiction the offense may have occurred in. The investigation is then assigned to one of the investigators assigned to this unit for continued investigation. Upon completion of the investigation all pertinent information obtained is returned to the agency which received the initial complaint.

The Criminal Investigations Unit has achieved a significant level of success. All homicides which have occurred within Allegany County, since the unit was formed in 1992, have been closed by arrest and successfully prosecuted. While homicide cases traditionally generate the most interest, the unit continuously maintains a high case closure rate on all types of cases that are investigated. In 1998, the unit investigated over 1100 cases and achieved a closure rate of over 86%.


Narcotics Investigations
The Narcotics Investigation Unit was initially formed as the Allegany County Narcotics Task Force in 1986 and was placed under the C3I Unit in 1996. Investigators assigned to this unit are highly skilled and trained in the techniques used to fight illegal drug trafficking and abuse. This unit also operates by following up on all cases which are received by area law enforcement agencies, as well as, acting on information received from other sources within the community which relate to illegal narcotics activity within Allegany County. In 1998, the unit investigated over 255 drug related cases and achieved a closure rate of over 82%, while seizing over $46,250.00 worth of illegal narcotics, including over 8.5 pounds of marijuana, 5 ounces of cocaine, 1.7 ounces of crack cocaine, and nearly 1 ounce of heroine. The unit also seized 18 vehicles and 5 weapons, which were used during the commission of these offenses.
